Are all God’s covenants dominion covenants?

According to the Reclaim the 7 Mountain website, “Every covenant that God ever made with mankind was for the purpose of engaging humanity in the Dominion Process”, “God’s covenant people taking dominion of the earth has been the main theme of every covenant that God has ever made with mankind”, and “Since every covenant that God made with mankind was a dominion covenant, there should be little doubt that the New Covenant contains the same dominion mandate.”

These statements took me aback. They are reading into scripture something that is not present. Every covenant God has made with mankind was a dominion covenant? I don’t think so. They want to say the Noahic covenant was to increase and fill the earth. But in fact, man was told once again to spread out. This was not part of the convenant.

Read in context, the covenant was to not destroy the earth with a flood. It was an unconditional, one sided, covenant.
Genesis 9:11

11 ″I establish My covenant with you; and all flesh shall never again be cut off by the water of the flood, neither shall there again be a flood to destroy the earth.”

In fact, these folks claim that when God blessed mankind and told them to spread out on the earth that He was making a covenant. But in fact, this is not a covenant. 

Genesis 1:28

28 God blessed them; and God said to them, “Be fruitful and multiply, and fill the earth, and subdue it; and rule over the fish of the sea and over the birds of the sky and over every living thing that moves on the earth.”

Let us look at the definition of covenant. The NAS Old Testament Hebrew Lexicon defines it as:

1Ch 17:1    And it came about, when David dwelt in his house, that David said to Nathan the prophet, “Behold, I am dwelling in a house of cedar, but the ark of the covenant of the Lord is under curtains.”
1Ch 22:19    “Now set your heart and your soul to seek the Lord your God; arise, therefore, and build the sanctuary of the Lord God, so that you may bring the ark of the covenant of the Lord, and the holy vessels of God into the house that is to be built for the name of the Lord.”
1Ch 28:2    Then King David rose to his feet and said, “Listen to me, my brethren and my people; I had intended to build a permanent home for the ark of the covenant of the Lord and for the footstool of our God. So I had made preparations to build it.
1Ch 28:18    and for the altar of incense refined gold by weight; and gold for the model of the chariot, even the cherubim, that spread out their wings, and covered the ark of the covenant of the Lord.

Ob 1:7    “All the men allied with you Will send you forth to the border, And the men at peace with you Will deceive you and overpower you. They who eat your bread Will set an ambush for you. (There is no understanding in him.)
Zec 9:11    As for you also, because of the blood of My covenant with you, I have set your prisoners free from the waterless pit.

Mal 2:4    “Then you will know that I have sent this commandment to you, that My covenant may continue with Levi,” says the Lord of hosts.
Mal 2:5    “My covenant with him was one of life and peace, and I gave them to him as an object of reverence; so he revered Me, and stood in awe of My name.
Mal 2:8    “But as for you, you have turned aside from the way; you have caused many to stumble by the instruction; you have corrupted the covenant of Levi,” says the Lord of hosts.
Mal 2:10    “Do we not all have one father? Has not one God created us? Why do we deal treacherously each against his brother so as to profane the covenant of our fathers?
Mal 2:14    “Yet you say, ‘For what reason?’ Because the Lord has been a witness between you and the wife of your youth, against whom you have dealt treacherously, though she is your companion and your wife by covenant.
Mal 3:1    “Behold, I am going to send My messenger, and he will clear the way before Me. And the Lord, whom you seek, will suddenly come to His temple; and the messenger of the covenant, in whom you delight, behold, He is coming,” says the Lord of hosts.

 

In every place, it means agreement or alliance. No where in Genesis 1:28 do we read God asking an agreement or an alignment with us. That verse simply speaks of God’s command for us to fill the earth. Nothing more and nothing less. the same is true for God speaking to Noah in Genesis 9:1. In both places, these are blessings from God, not covenants. Just because God blesses us does not mean He is forming an alliance or a covenant.

When God made His covenant with Noah, it was one sided. It was that He would not destroy the earth with a flood – not that He would do so if we spread out over the earth. So no, not all of God’s covenants are dominion covenants. The whole premise for this movement is flawed.
