God works with people to accomplish His goals

Interestingly, God seems to prefer to work in a team with people. While He CAN force His will, we have many verses which indicate He works together with people in a cooperative fashion. This would go against those who say God always forces His will. We have an example of someone being told that if she did not do something, that God would deliver His People in another way.

Esther 4:12-14

12They related Esther’s words to Mordecai.13Then Mordecai told them to reply to Esther, “Do not imagine that you in the king’s palace can escape any more than all the Jews. 14“For if you remain silent at this time, relief and deliverance will arise for the Jews from another place and you and your father’s house will perish. And who knows whether you have not attained royalty for such a time as this?”

We see this working with others in a cooperative fashion in the New Testament as well…

The word used in Romans 8:28 translated as “causes” and “work together” is Sunergeo and is translated as: causes to work 1, helps in the work 1, work together 1, worked 1, working 1, working together 1, This does not provoke the image of a ruler forcing things to occur so as to accomplish His will, but a leader influencing things in such a way that His will is accomplished.

Romans 8:28-29 (Sunergeo)

8 And we know that God causes all things to work together for good to those who love God, to those who are called according to His purpose. 29 For those whom He foreknew, He also predestined to become conformed to the image of His Son, so that He would be the firstborn among many brethren ;

2 Corinthians 6:1 (Sunergeo)

1 And working together with Him, we also urge you not to receive the grace of God in vain –

1 corinthians 16:16 (Sunergeo)
16 that you also be in subjection to such men and to everyone who helps in the work and labors.

This idea of working together is also found elsewhere. People are called God’s co-workers. The word translated as “fellow worker” is Sunergos and means, “a companion in work, fellow worker.”
1 Corinthians 3:9 (Sunergos)

9 For we are God’s fellow workers ; you are God’s field, God’s building.

So, God’s will shall be accomplished, but not necessarily in a manner which is forced upon an individual. I’m not so sure that God’s will can be resisted when it comes to individual salvation, because those God foreknew, He predestined to be conformed to the image of His Son.
